What the calculator adds up

  • General duty: the line's general rate from the HTS code lookup, applied to the customs value, which is normally the price paid for the goods, exclusive of the cost of transportation, insurance and related services for the international shipment[1].
  • The country-wide additional duty for goods of China, Vietnam, India or Mexico, from the schedule's chapter of temporary and additional duties, as listed under Sources. Apart from the Section 301 list duty below, the calculator adds no other heading in that chapter. Some it still prints are no longer collected, such as the tariffs imposed under the International Emergency Economic Powers Act, which CBP lists as no longer in effect[2]; others that may apply are left to you, below.
  • The Section 301 list duty on goods of China, when one of the four China lists names the line by its number, from the same release of the schedule as the general rate. You can type another rate over it.
  • The merchandise processing fee on a formal entry, a percentage of the value with a minimum and a maximum per entry.
  • The harbor maintenance fee on cargo that arrives by ship.

For goods of Mexico that originate under the USMCA and enter at its free rate, the calculator drops the general duty and the country-wide additional duty, and the processing fee does not apply to goods originating under the USMCA[3].

What it leaves to you

  • Per-unit rates. When a line also charges per pair, per dozen or per kilogram, type that part in; the calculator cannot know your quantities.
  • Other Section 301 duties on goods of China: products a list describes in words rather than by line number, any Section 301 heading beyond the four lists, lines outside the HTS code lookup, and product exclusions. Check your product against them and type the rate over the one shown, or zero if an exclusion covers it.
  • Exemptions from the country-wide additional duty. The schedule exempts some products from it under headings of their own; the calculator adds it on every line, so check that your product is not exempt.
  • Other countries. The action behind the country-wide additional duty covers goods of each of 60 economies[4], each under its own heading. For any origin other than the four above, the calculator adds none, so look up your country's rate before you rely on the total.
  • Any other additional duty on your line, such as a Section 232 duty. The calculator adds only the duties listed above; have your broker check the line against the rest of the schedule's chapter of additional duties.
  • Antidumping and countervailing duties, which apply to named products from named countries and sometimes named producers.
  • Whether your goods qualify for a trade program rate, and their country of origin. Your customs broker confirms both.

Duty and fees here come to more than a third of the goods value, which is why countries are best compared on landed cost per unit, not on the factory price. Ask every manufacturer that quotes you to state its shipping terms, so you can see which of these costs its price already covers.
