Sports bra manufacturers: support specs, customs lines and BPA

Why sports bra quotes vary

A sports bra is a small garment with a long parts list. There is a front that may hold cups or pads, an underband elastic, straps with sliders or rings, and sometimes hooks at the back. Every part is a line on the factory's costing, and every part changes how the bra holds the wearer. Two quotes for "a medium-support racerback" can describe different bras, and the spec below closes that gap.

Support and construction: the choices that set the price

Construction method. Cut-and-sew, seamless circular knitting and bonded or laser-cut construction run on different machines, often in different factories with different minimums. Decide which one you want before you shortlist.

Support build. A compression bra holds the chest against the body with firm fabric and is the simpler one to sew. An encapsulation bra shapes each breast separately with cups or seamed panels, which means more pattern pieces and more sizes. Some high-support styles combine the two. Say which build you want and for what activity.

Cups and pads. The options run from an unlined or two-ply front, to removable pads that slip into openings in the lining, to molded foam cups. Molded cups are formed in heated molds sized to the cup, so ask whether your sizes need new molds, who pays for them and who owns them. Removable pads are a separate part with their own spec: shape, thickness, and whether they come out of the wash flat. CBP's apparel glossary lists wider shoulder straps, two-ply front panels, mesh fabric and elasticized bottom bands^[2] as the usual sport bra features.

Band and straps. Treat the underband as the core of the support spec: its width, the elastic (covered, brushed or exposed), and whether the fabric encloses it. For the band elastic, ask for results to ASTM D4964, a method the trade uses for acceptance testing of elastic fabrics, run at loop tensions and elongations agreed in advance^[3]. Record the approved sample's results at the agreed points, and hold the bulk elastic to them within a written tolerance. Adjustable straps, rings, sliders and back hooks each add hardware and a sizing decision, and a racerback or cross-back changes the pattern.

Fabric. Compression styles call for a firm knit, and mesh panels add ventilation and one more material to source. Check the stretch of the approved fabric in both directions, and wash-test the sample before you sign it off.

Size system. Sizing in S, M and L keeps the item count low. Band-and-cup sizing fits a wider range of bodies but multiplies the sizes. Each size can need its own pattern grade, pad or mold, and its own share of the minimum. Settle the size system before you ask for quotes. Labels. Pads and linings raise a fiber label question. FTC guidance says there is no requirement to disclose the fiber of paddings or linings used only for structural purposes, unless you say or imply anything about their fiber content^[4]. The fiber label can list the shell fabric and leave structural pads off, until a listing or hang tag starts describing what the pads are made of.

Fit each sample on more than one body per size, and look for band ride-up, strap slip and cup gape in motion. Approve a pre-production sample made with the bulk fabric and bulk elastic before the order starts. Set an AQL for a quality inspection before the balance is paid.

Why customs keeps sports bras apart from knit tops

A knit sports bra is not classified with knit T-shirts and tops. The tariff puts bras in heading 6212, which covers brassieres whether or not knitted or crocheted^[1]. HTS chapter 61 (knitted apparel) excludes goods of heading 6212, where brassieres are classified^[5].

The dividing line is support. CBP reads the heading, through its Explanatory Note, as covering articles designed for wear as body-supporting garments, of any textile, knitted or not, elastic or not^[6]. Its apparel glossary describes brassieres as garments worn to mold and/or support the breasts^[2]. Age does not change the test. CBP revoked a ruling that had classed a garment the importer called a girls' sports bra with T-shirts and tank tops, and moved it to heading 6212 (ruling H282945, 2018)^[6].

One ruling shows how design can move a style across the line. CBP classified a crop top and a fitted top with built-in shelf bras as knit tops, and two sports bras as brassieres (ruling N333117, June 2023)^[7]. The two tops had elasticized banded bottoms. A chapter note says heading 6109 (T-shirts, singlets and tank tops) does not cover garments with a drawstring, ribbed waistband or other means of tightening at the bottom^[5]. The ruling did not explain its reasoning, and it binds only the goods it describes.

Decide early whether each style is a bra or a top with a bra inside, since the answer changes the duty line. BPA notices in California

Bisphenol A (BPA) is listed under Proposition 65 as causing developmental and female reproductive toxicity^[8]. The law's basic duty is a warning: a business must warn a person before knowingly and intentionally exposing that person to a listed chemical^[9]. For skin contact, the state's safe harbor level is 3 µg a day for dermal exposure from solid materials (the maximum allowable dose level)^[8]. Under the guidance, a business that can show the exposure it causes is below the regulatory safe harbor level need not provide a warning^[9].

California's Attorney General lists 6 notices, filed from October 2022 to September 2023, alleging BPA in sports bras made mainly of polyester with spandex (search term "sports bra")^[10]. A notice is a private party's notice of an alleged violation, which it must give at least 60 days before it can sue^[9]. It is an allegation, not a finding by a court. The record shows that one of those notices, AG number 2023-01852, led to three settlements between November 2024 and November 2025^[11].

The consent judgment filed with the first settlement set a benchmark, not a state limit. Under it, a sports bra counts as containing BPA if BPA is intentionally added to it or any component, or it exceeds 200 parts per billion by the judgment's test^[12]. It also set a duty on the settling companies to tell their suppliers in writing to keep covered sports bras under that consent judgment's 200 parts per billion BPA level^[12]. It binds only the parties in that case, and they could warn instead of reformulating.

Two more points decide whether this reaches you. The Attorney General's guidance says there is no exemption for out-of-state businesses whose products cause exposures to individuals in California^[9]. It also says businesses with 9 or fewer employees are exempt from the requirements of Proposition 65^[9]. A small brand may be exempt itself, but the retailers and online stores selling its bras may not be, so expect them to ask for warnings or test reports.

An online store ships to California unless it blocks it, so plan for it. Ask the mill whether BPA is used anywhere in the fabric or its finishes. Using the settlement's level as a benchmark, have the finished bra and each component tested, the pads, lining and band elastic included, and keep the reports with the order.

Sports bra manufacturer, lingerie maker or relabeler?

Sports bra results mix cut-and-sew activewear factories, lingerie makers that added sports styles, and sellers of stock bras for relabeling. Questions that show which one you are dealing with:

• Is the bra sewn at the address on the quote and on the business license?
• Will the factory show its line sewing a similar style on a live video call?
• Who owns the cup molds and the graded patterns once the brand has paid for them?
• Which cup or pad does the factory's spec call for, and will it send the spec sheet?
• Can it sample in the brand's fabric and size system, or only in its stock styles?

Buying molded cups from a specialist is normal, so treat the cup question as a spec question. The sewing address is the tell: a supplier that cannot show one may be a trading company. A company appears on this page when its own website says it makes sports bras. The listing does not show who molds its cups or who sews in-house, so ask every listed company these questions.

What to send for sports bra quotes

Describe the construction method, the support level and the activity, the build (compression, encapsulation or both), the cups or pads, and the band elastic and strap hardware. Add the fabric, your size system and range, and the colors with a quantity for each. Ask every quote to price cup molds, pads, hardware and samples as separate lines.
